A delegation led by President of the Constitutional Court Mr. Kadir Özkaya paid an official working visit to Federal Court of Malaysia to further reinforce the bilateral cooperation between the Courts.
During the official visit conducted on 26-29 June 2025 upon the invitation of Chief Justice of the Federal Court of Malaysia Ms. Tengku Maimun Binti Tuan Mat, President of the Constitutional Court of Türkiye Mr. Kadir Özkaya was accompanied by Vice-President Mr. Hasan Tahsin Gökcan, as well as Members Mr. Selahaddin Menteş and Mr. Yılmaz Akçil, and Chief Rapporteur-Judge Mr. Volkan Has.
As part of the visit, the Turkish and Malaysian delegations held a series of meetings, along with the bilateral meeting between President Mr. Kadir Özkaya and Chief Justice Ms. Tengku Maimun Binti Tuan Mat. Underlying the significant role of the Association of Asian Constitutional Courts and Equivalent Institutions (AACC) and the Conference of Constitutional Jurisdictions of the Islamic World (CCJ-I) in fostering cooperation between two Courts, President Mr. Kadir Özkaya and Chief Justice Ms. Tengku Maimun Binti Tuan Mat expressed their sincere belief that this working visit would contribute to further strengthening these relations.
The delegations discussed the functioning and structure of their respective judicial systems. They also exchanged information on digitalization of the judiciary and its possible impact on the effectiveness of the judicial system.
A key highlight of the visit was the signing of a Joint Declaration on Judicial Cooperation between the Constitutional Court of the Republic of Türkiye and the Federal Court of Malaysia to strengthen judicial dialogue and fostering deeper institutional ties. The Declaration aims to enhance judicial cooperation through the exchange of knowledge, expertise, and best practices in the field of constitutional jurisdiction, judicial reforms, and the administration of justice.
As part of the Joint Declaration, both courts agreed to organize academic exchanges, judicial attachment programs, seminars, workshops and research programmes to support institutional and professional development. The two courts also expressed willingness to explore opportunities for collaboration and conduct joint projects within the scope of regional and international platforms, particularly under the auspices of the AACC.
Türkiye’s Ambassador to Kuala Lumpur Mr. Emir Salim Yüksel accompanied the delegation throughout the meetings with Malaysian counterparts.
